POSITION RELATIONSHIPS:

1. Special Education Teachers- Direct Supervision

POSITION GOAL:

The Supervisor of state special education regulations and standards.  Responsibilities include coordination of programs and services with the Western Montgomery County Special Education Consortium, other public schools districts, and Montgomery County Intermediate Unit classes and approved private schools.

ESSENTIAL DUTIES & RESPONSIBILITIES:

 

Including but not limited to:

• In collaboration with the Director of Special Education, sets staffing levels for school special education programs for the purpose of providing services with fiscal efficiency
• In collaboration with the Director of Special Education, evaluates District and school Special Education programs and monitors the implementation of special education and compliance with regulations in each location, for the purpose of carrying out and achieving objectives within area of responsibility
• In conjunction with the Director of Special Education, develop, submit, implement and update, as needed, the District special education plan, as required by the Commonwealth of Pennsylvania
• In collaboration with the Director of Special Education, coordinates Special Education services; and manages special education complaints, and mediation, of required services
• In collaboration with the Director of Special Education, develop annual special education budget and oversee spending, including federal and state dollars. Apply for available special education funds (e.g. Contingency Funds, Access monies)
• Coordinate Early Intervention Transition
• Coordinate and act as Liaison and for Out of District/Alternative Placements
• Coordinate and Supervise Low Incident Classroom implementation, instruction, and training
• Collaborates with District school principals and school special education teachers for the purpose of implementing and maintaining services and/or programs
• Directs personnel, for the purpose of delivering services which conform to established guidelines
• Facilitates meetings and processes, for the purpose of implementing and maintaining Special Education programs and services of the district which achieve desired objectives
• Implements assigned programs and/or projects for the purpose of conforming to district and state curriculum and/or instructional objectives
• In coordination with the Director of Special Education and Building Principals, conducts Early Intervention transition planning and evaluation
• Serves as the District Representative for IEP meetings when resources beyond school budgets may be considered for the purpose of efficiently managing fiscal resources while meeting special education regulations
• Coordinates with outside agencies to provide services to students and staff, for the purpose of offering appropriate services
• Supervise the implementation and evaluation of individualized education programs, gifted individual education programs, and Section 504 service agreements for all exceptional students served by the District
• In collaboration with the Assistant Director of Special Education, Initiate, administer and monitor placement of special education students in classes outside the District
• Serve as point of contact for parents of District special education students
• Oversee curriculum development and in-services for special education teachers
• Obtain, disseminate and serve as reference regarding current special education legislation, litigation, and policy
• Obtain and disseminate up-to-date information and training in research, best practices, and current trends in the field of special education
• Develop, update and enforce special education policies and procedures for the District.
• Attend special education meetings at the consortium, the Western Center for Technical Studies, the Montgomery County Intermediate Unit, and the state level to represent the District
• Organize and maintain special education student records and report student data to the state as required
• In collaboration with building principals, supervise special education teachers and special education instructional and personal assistants
• Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities
• Advises Superintendent regarding special education and other matters
• Collaborate and network with special education supervisors and other agencies at the district, county and state levels
• Perform other duties and responsibilities as assigned by the Superintendent

KNOWLEDGE/SKILLS AND ABILITIES:

 

Education/Experience Requirements:

• Master’s degree in education or special education with four to eight years of experience and hold a supervisor of special education certificate
• Related work experience including the development of special education programs in coordination with regular education programs
• Background in staff training in special education programs

 

Cognitive Ability:

• Ability to read, analyze and interpret complex documents. Ability to respond effectively to the most sensitive inquiries and complaints.  Ability to write speeches and articles using original or innovative techniques or style.  Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and board of directors.
• Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism and deal with a verity of abstract and concrete variables.
• Proficiency in the use of personal computer technology and be able to operate a variety of office equipment including a telephone, copy machine, fax machine, calculator.

Certifications/ Licenses:

• Current Act 34 and Act 151 clearances.
• Have specific vision abilities, to include close vision, color vision, and the ability to adjust focus
• Have the ability to lift and/or move up to 25 pounds;
• Exposed to moderate noise level
• Must be able to function at a high level and must possess the judgment and maturity required for making decisions that affect large numbers or staff. The nature of the job requires dealing with sensitive information and strict standards of confidentially must be adhered to; and
• May be required to work under stressful conditions when dealing with difficult issues and when participating in special education matters.
• Effective organizational and supervisory skills.
